Celtic Insurance Company ProfilesFrederick J. ManningChairman and Chief Executive OfficerFrederick J. Manning founded Celtic in 1978 and is its Chairman and Chief Executive Officer. Prior to his work at Celtic, Manning held a variety of positions with The Marmon Group. Active in community and industry affairs, he is currently a member of the board of trustees of Children’s Memorial Medical Center and Michael Reese Health Trust and also serves on the Health Insurance Association of America Board of Directors. Manning received his Bachelor’s degree in Economics from the Wharton School at the University of Pennsylvania and his Doctor of Laws degree from Harvard Law School. He is also a certified public accountant. James P. Daly, FLMIExecutive Vice President and Chief Operating OfficerJames P. Daly is Celtic’s Executive Vice President and Chief Operating Officer. In this position he leads the Celtic Individual Health strategic business unit. With more than 30 years of insurance industry experience, Daly worked with MONY Financial Services and Humana before joining Celtic in 1986. He is currently a member of HIAA’s Individual Health Insurance Committee and Policy Coordinating Council and also serves in HIAA’s Genetics Technical Advisory Group and the Uninsured Technical Advisory Group. Daly received his Bachelor’s degree in Mathematics from Trinity College and his MBA from the J.L. Kellogg Graduate School of Management at Northwestern University. Thomas Frank, CLU, FLMI, ALHCVice President of Special Health ProductsThomas Frank is Celtic’s Vice President of Special Health Products. In this position he is responsible for sales and administration of Celtic’s Conversion and Transplant products—a special niche available to the self-funded market and to reinsurers and HMOs. Prior to joining Celtic in 1985 he spent 15 years working in underwriting with CNA. Frank is active in industry associations and is a Past-President of the Group Underwriters Association of America. He received his Bachelor’s degree in English from Loyola University. Peter J. HarmonSenior Vice President of Sales and MarketingPeter J. Harmon currently serves as Senior Vice President of Sales and Marketing. He joined Celtic in 1991 to establish a marketing communications strategy for the individual health division. In his current position Harmon oversees product development, marketing, communications, and compliance. He received his Bachelor’s degree in English and Communications from Boston College and his MBA from the J.L. Kellogg Graduate School of Management at Northwestern University. Victor Paguia, FSA, MAAASenior Vice President and Chief ActuaryVictor Paguia joined Celtic in 1994 as Senior Vice President and Chief Actuary. In this position he sets pricing for Celtic’s products and formulates underwriting guidelines and claim practices. He has more than 30 years of experience in the insurance industry, most recently with Blue Cross and Blue Shield of Illinois. He is currently a fellow of the Society of Actuaries and a member of the American Academy of Actuaries. Paguia received his Bachelor’s degree in Mathematics from Ateneo de Manila University and his Master’s degree in Actuarial Science from Northeastern University. Blake Westerfield, ASA, MAAASenior Vice President and Chief Administrative OfficerBlake Westerfield is Celtic's Senior Vice President and Chief Administrative Officer. In this position he manages Celtic's administrative operations, including Underwriting, Document Management, Customer Relations, Claims, and Planning & Administration. He joined Celtic in 1991 as an Actuarial Analyst. Prior to this, he worked with Country Companies and Wyatt Watson Worldwide. He is an associate of the Society of Actuaries and a member of the American Academy of Actuaries. Westerfield received his Bachelor's degree from the University of Illinois in Actuarial Science and his MBA from the J.L. Kellogg Graduate School of Management at Northwestern Univeristy. |
